As part of a worldwide movement that offers neutral humanitarian care to the victims of war, the American Red Cross distinguishes itself by also aiding victims of devastating natural disasters. Over the years, the organization has expanded its services, always with the aim of preventing and relieving suffering.

The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations.

The primary mission of the Federal Emergency Management Agency (FEMA) is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.

FEMA Florida Disaster History

The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters.  The division is the state's liaison with federal and local agencies on emergencies of all kinds. The division prepares and implements a statewide Comprehensive Emergency Management Plan; routinely conducts extensive exercises to test state and county emergency response capabilities; operates several mitigation programs through its various sections; and after a disaster, the conducts damage assessment surveys and advises the Governor on whether to declare an emergency and seek federal relief funds.

Florida State Emergency Response Team (SERT)

National Voluntary Organizations Active in Disasters (NVOAD) coordinates planning efforts by many voluntary organizations responding to disaster. Member organizations provide more effective and less duplication in service by getting together before disasters strike. Once disasters occur, NVOAD or an affiliated state VOAD encourages members and other voluntary agencies to convene on site. This cooperative effort has proven to be the most effective way for a wide variety of volunteers and organizations to work together in a crisis. Florida VOAD
