SAFETY FUNCTION ACTION for Disaster Responders and Survivors provides a concise framework for training and delivering psychosocial support to both disaster responders and disaster survivors. This training combines elements of psychological first aid and responder resiliency training into a high-energy operational skills training course.
Note: SAFETY FUNCTION ACTION will be available as a TRAIN-THE-TRAINER (TTT) Course in late September 2008.
Public Health, mental health and healthcare professionals; public safety, fire/rescue and law enforcement professionals; community-based and faith-based disaster responders (Red Cross personnel, CERT and MRC team members, professionals and volunteers from organizations active in disasters).
During Spring 2008, DEEP Center is funded from two sources to provide SAFETY FUNCTION ACTION training. Funding from the Florida Department of Health originating from the Centers for Disease Control and Prevention is supporting training conducted for public health professionals and their community preparedness and response partners based in county health departments and community venues. Funding from the Florida Department of Health originating from the Office of the Assistant Secretary for Preparedness and Response is supporting training for hospital-based health professionals and their community partners based in hospitals and healthcare venues. Additional trainings are being conducted in other states upon request for mixed audiences of public health, mental health, healthcare and public safety professionals.

- SAFETY FUNCTION ACTION textbook (available June 2008) including extensive sets of exercise activities for public health, healthcare and public safety audiences.
- SAFETY FUNCTION ACTION Disaster “Go-Kit” of laminated handouts.

1. Recognize the precepts of SAFETY FUNCTION ACTION
2. Identify the strategies and tactics of SAFETY FUNCTION ACTION
3. Apply SAFETY FUNCTION ACTION strategies to optimize personal and team function in daily operations and during disaster duty
4. Apply SAFETY FUNCTION ACTION strategies to aid disaster survivors during the warning, impact and post-impact phases of disaster
The course title, SAFETY FUNCTION ACTION, introduces the three “target outcomes” of this training program: securing SAFETY, facilitating FUNCTION and aiding ACTION. Symmetry begins here. Disaster responders PREPARE continuously to maximize personal and team safety and optimize function and action when they are called upon to perform their disaster duties. When disaster strikes, the survivors themselves, supplemented by ranks of responders, RESPOND, taking immediate and ongoing steps to reestablish safety, psychosocial function and productive action for their community.
The symmetry continues. SAFETY FUNCTION ACTION presents six strategies, two for each target outcome, strategies that are identical for both disaster responders and survivors:
SAFETY FUNCTION ACTION secures safety through the strategies of:
SAFEGUARDING and SUSTAINING.
SAFETY FUNCTION ACTION facilitates function through the strategies of:
COMFORTING and CONNECTING.
SAFETY FUNCTION ACTION aids action through the strategies of:
ADVISING and ACTIVATING.
SAFETY FUNCTION ACTION balances the functions of preparing responders through planning and training (PREPARE) and responding to survivors through compassionate approach and thoughtful appraisal (RESPOND). The six SAFETY FUNCTION ACTION strategies apply to both responders and survivors. A side-by-side review of the SAFETY FUNCTION ACTION strategies clarifies both the similarities and distinctions.
